International Labour Organization

The International Labour Organization (ILO) is a United Nations agency dealing with labour issues. The main aims of the ILO are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues. The ILO was founded in 1919, in the wake of a destructive war, to pursue a vision based on the premise that universal, lasting peace can be established only if it is based on social justice. The ILO became the first specialized agency of the UN in 1946.

This indicator refers to the proportion of youth who are not in employment and not in education or training. For statistical purposes, youth are defined as persons between the ages of 15 and 24 years. The series is part of the ILO modelled estimates and is harmonized to account for differences in national data and scope of coverage, collection and tabulation methodologies as well as for other country-specific factors. For more information, refer to the ILOSTAT pages on concepts and definitions and ILO modelled estimates and projections.

For statistical purposes, youth are defined as persons between the ages of 15 and 24 years. Youth not in education are those who were neither enrolled in school nor in a formal training program (e.g. vocational training) during a specified reference period (e.g., one week).
