      Control of corruption captures perceptions of the extent to which public power is exercised for private gain, including both petty and grand forms of corruption, as well as "capture" of the state by elites and pricate interests. The Worldwide Governance Indicators report on six broad dimensions of governance for 215 countries over the period 1996-2014: Voice and Accountability, Political Stability and Absence of Violence, Government Effectiveness, Regulatory Quality, Rule of Law and Control of Corruption.

This definition encompasses corrupt practices in both the public and private sectors. The Corruption Perceptions Index (CPI) ranks countries according to the perception of corruption in the public sector. The CPI is an aggregate indicator that combines different sources of information about corruption, making it possible to compare countries. The CPI ranks almost 200 countries by their perceived levels of corruption, as determined by expert assessments and opinion surveys.

      The indicator is a composite index based on a combination of surveys and assessments of corruption from 13 different sources and scores and ranks countries based on how corrupt a country’s public sector is perceived to be, with a score of 0 representing a very high level of corruption and a score of 100 representing a very clean country. The sources of information used for the 2017 CPI are based on data gathered in the 24 months preceding the publication of the index. The CPI includes only sources that provide a score for a set of countries/territories and that measure perceptions of corruption in the public sector. For a country/territory to be included in the ranking, it must be included in a minimum of three of the CPI’s data sources. The CPI is published by Transparency International.

This is one of the findings from our survey, which aims to give a voice to ordinary citizens' views and experiences of corruption and help hold governments to account for their actions – or lack thereof – at stopping public sector graft. For the survey we are in partnership with the Afro barometer and several national partners of the Arab Barometer network, which spoke to 10,797 adult respondents from September 2014 to November 2015 in nine countries and territories: Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine, Sudan, Tunisia and Yemen.

These data are gathered from a number of survey institutes, think tanks, non-governmental organizations, international organizations, and private sector firms. The WGI do not reflect the official views of the World Bank, its Executive Directors, or the countries they represent. The WGI are not used by the World Bank Group to allocate resources.
