Budget expenditure is the allocation and disposal of funds from approved budgets to finance budgets, programs, projects and activities.

Budget revenue consists of Stabilization Fund revenue and equilibrated revenue.

"Public investment" means the capital expenditure to be financed from the budget and transferred to the ownership of the legal person pertaining to the budget of the relevant level.
