U.S. Congressional Budget Office

The Congressional Budget Office (CBO) is a federal agency within the legislative branch of the United States government that provides budget and economic information to Congress. The CBO was created as a nonpartisan agency by the Congressional Budget and Impoundment Control Act of 1974.

      This file presents data that supplement CBO’s November 2024 report Effects of Automatic Stabilizers on the Federal Budget: 2024 to 2034. They also makes the quarterly estimates of the automatic stabilizers by relating quarterly National Income and Product Accounts (NIPA)data on certain federal receipts and expenditures to economic conditions. Those results produce estimates of the effect of the business cycle on net federal government saving, which are then converted to fiscal years and used to adjust the official numbers in the federal budget.

      Since 1975, CBO has produced independent analyses of budgetary and economic issues to support the Congressional budget process. Each year, the agency’s economists and budget analysts produce dozens of reports and hundreds of cost estimates for proposed legislation. CBO is strictly nonpartisan; conducts objective, impartial analysis; and hires its employees solely on the basis of professional competence without regard to political affiliation. CBO does not make policy recommendations, and each report and cost estimate summarizes the methodology underlying the analysis.
